When monitoring a system and checking issue of specific clients, I would like
to enable CQL tracing on the server side, of all CQLs coming from specific
client only, instead of setting trace probability and get samples of all CQLs
running on the cluster.
Currently it is possible from the code or from cqlsh (on driver side), however
it is not always possible to change client side on a production system.
