We've struggled quite a few times with firewalls blocking C* port on Windows.
[~JoshuaMcKenzie] suggested on CASSANDRA-11073:
bq. It'd be nice if there's a way for us to check whether or not firewalls are
running on Windows and fire an alert if found (or if C* ports are blocked in
built-in firewall, for instance).
