Attachment: sub_precision_fix_trunk.diff
Two dtests are broken on trunk because sub-second precision is lost when
formatting date and time, refer to CASSANDRA-11184 and CASSANDRA-11185 for
details of the tests.
I've attached a suggested patch, _sub_precision_fix_trunk.diff_.
