At the moment, any changes to the {{system_schema}} tables requires a major
version bump to avoid schema disagreement problems and related failures during
schema migrations.
Recent examples where this has been problematic include CASSANDRA-11050 and
CASSANDRA-8094, both of which require temporary {{TODO - remove this in 4.0}}
type workarounds.
Diminishing the significance of major releases changes is a long term goal, so
coming up with a general solution for this would be useful.
