Description:
EDIT: I got this when testing a new replace_address approach on CASSANDRA-9244,
but in the current implementation it does not make sense to have both
replace_address and write_survey, since a replacement node is not a pending
endpoint and does not receive ongoing writes (CASSANDRA-8523).
CASSANDRA-11007 broke CASSANDRA-9740, so this patch restores the ability of
leaving write survey mode with nodetool join.
Currently if you try to use nodetool join when on write survey mode you get a
{{This node has already joined the ring}} message.
