The problem was more or less along the lines as described yesterday: some
queries that did require filtering did not set the {{usesSecondaryIndexing}}
flag correctly. In {{StatementRestrictions}}, only order was checked therefore
some subtle corner cases were still sneaking in (when order is correct although
flag still needs to be set). Right now,
{{ClusteringColumnRestrictions::needsFiltering}} is called, which makes rules
consistent.
{{hasContains}} check was removed since it's redundant and is already done in
{{ClusteringColumnRestrictions::needsFiltering}}.
