What about adding a "bootstrap policy" file that was deny all by default, but 
had (commented out) examples of how to open this up? This let's folks 
configuration manage it if they need to do something specific. 

That said, I agree with [~beobal] in that I'd like to see this committed as-is 
so we can start playing with it.
