* Don't think we can remove the deprecated {{constructKeepingOriginals}} from
SSTRW until 4.0
* Upgrader is not getting the same treatment in 3.7 as in 3.0 (3.0 checks if we
can do early opening, not 3.7)
* Cleanup and Scrub should probably also check if we can do early opening
