a bug? Looking at this debug output,

We have waited over a minute after the cluster has started up, and cleared all
notifications. Then when we move node1, node2 sends a NEW_NODE and a MOVED_NODE
notification. It is clearly happening after the move, and not being left over
from beforehand. Either this is an incredibly delayed notification, or an extra
notification is being sent erroneously.
