Well, the test exists ({{CommitLogManagerCDCTest}}) but isn't running because
it is silently ignored unless run in the {{test-cdc}} build target. AFAICS
nothing runs this target at the moment. [~JoshuaMcKenzie], what is the plan for
running this target as part of CI? If we don't have the tests running we have
to assume the feature is broken.
Fixed one more CDC issue with the patch, it is now ready for review.
