I wonder if this is really a bug, given that we recommend users to switch their 
keyspaces to use {{NetworkTopologyStrategy}} [before performing a 
rebuild|https://docs.datastax.com/en/cassandra/2.0/cassandra/operations/ops_add_dc_to_cluster_t.html]:

bq.  Ensure that you are using NetworkTopologyStrategy for all of your 
keyspaces.

But perhaps we can indeed update the message to make this more clear.
