Overall, the patch looks good to me. I think we need a couple of doc updates,
though. A description of the change in behavior in NEWS.txt would be good. In
3.9 and trunk, {{doc/source/operating/snitch.rst}} could be updated to explain
this behavior as well.
[~jasobrown] as a former user of the ec2 snitch, do you have time to make a
quick review of this as well?
