[~arodrime] do you see an improvement in client observed latencies with the 
value increased?  I just want to make sure we have an observable improvement 
changing this, not just "the metric that sounds bad went down".  As less things 
blocked up front could actually make latency worse if it bogs down other things 
in the system or causes more GC churn than your box can handle.
