I think the idea of a flag is good.  How about something like this: without the 
flag enabled, we treat eoc=0 bounds as {{EXCL_END_BOUND}} (since that's the 
closest to the correct behavior) and log a warning that explains what's going 
on and mentions the flag.  The NEWS.txt entry could also suggest disabling 
autocompaction until the flag has been enabled to avoid permanently converting 
those bounds to something slightly incorrect.

That's not an amazing solution, but I do agree that this case should be very 
rare in the real world.
