2.1 only accepts critical bug fixes. 2.2 and 3.0.x, in addition to critical bug
fixes, also accept non-critical bug fixes. Only 3.x accepts new features and
improvements.
CASSANDRA-11737, while similar, was there to address a severe failure that
caused an outage, and needed a workaround. This should probably go trunk only
(think, 3.10).
The patch itself LGTM though.
