HintsDispatchExecutor creates JMXEnabledThreadPoolExecutor with corePoolSize
== 1 and maxPoolSize==max_hints_delivery_threads and unbounded
LinkedBlockingQueue.
In this configuration additional threads will not be created.
Same problem with PerSSTableIndexWriter.
