Jeff Jirsa reopened CASSANDRA-13234:

Reopening - [~aweisberg] correctly notes that there's a (likely rare) edge case
where FD thinks the host is up, we try to replay hints, hint replay fails, but
we update metrics incorrectly anyway.
Submitting a modification where we update the hint delay histograms in the
response callback, rather than before sending, just in case the hint dispatch
fails.
[[email protected]] or [~aweisberg] - either of you care to review the
modification (pushed to the same trunk cassandra-13234 branch above).
