* DiagnosticEvent base class and DiagnosticEventService for subscribing and
publishing events
* Bootstrap and hinted handoff related events raised at various point in the
source
* Implements general pattern how events should be emitted
* diagnostic_events_enabled killswitch in cassandra.yaml
Most of the code is trivial, maybe except for the DiagnosticEventService
itself.
