I updated the patch for CASSANDRA-13127 which now handles partial updates using 
similar idea here and CASSANDRA-11500. 

It's to put one more marker in {{LivessnessInfo}} called {{shadowable}} ( we 
have already have shadowable-deletion..consistent naming).

If {{LivessnessInfo}} is {{shadowable}} and {{not live()}}, all columns in that 
row are considered deleted.
