The code looks good so far. Some thing though:
* The MBean should not use {{org.apache.cassandra.db.ConsistencyLevel}} but
instead just use a {{String}}. {{DatabaseDescriptor}} should continue to use
{{org.apache.cassandra.db.ConsistencyLevel}}
