+1 to remove this in trunk (this was added to give 3rd party compaction
strategies more control, but I doubt it is needed anymore)
should we remove {{ACS#getMemtableReservedSize()}} and
{{ACS#isAffectedByMeteredFlusher()}} at the same time?
