When installing using the RPM files:
In /etc/cassandra/conf, the files should not be execuable, as they are either
* properties-like files
* readme-like files, or
* files to be sourced by shell scripts
I'm adding a patch (cassandra-permissions-fix.patch) to the cassandra.spec file
which fixes this.
