pushed another commit adding a config variable
{{max_concurrent_automatic_sstable_upgrades}} (default = 1) here:
https://github.com/krummas/cassandra/commits/marcuse/autoupgrade-v2
this means that at most 1 (by default) automatic upgrade will run at a time,
but they will only start if there are no real compactions to do for the table
