In CASSANDRA-14423 we fixed the behaviour of CASSANDRA-13153 so that full
repairs don't remove SSTables from the compaction strategy. Trunk was
unaffected by the bug, however it should still have at the very least the test
from CASSANDRA-14423 ported to trunk and any necessary improvements.
