I think this is a great idea to help new users not shoot themselves in the foot 
(RF=1 keyspaces are simply a bad idea). [~sumanth.pasupuleti] if this get's 
merged let me know and I can rebase my patch in CASSANDRA-14303 to use this 
setting as the default if no default is given.

I really look forward as a user to being able to do the following and Cassandra 
just doing the right thing by default:

CREATE KEYSPACE foo WITH replication = {'class': 'NetworkTopologyStrategy'}
{noformat}
