I've been able to get a dtest run to finish, after getting back to this issue.

Looks like there are still encoding issues left and {{TestCqlsh.setUpClass}}
isn't executed at all without an {{@pytest.fixture}} annotation. Even when it
does, it doesn't fix the error for me locally.
