Thanks for the Jira pointer.
Local fix and I can build tar.gz artifacts successfully:

export JAVA_HOME=/usr/lib/jvm/java-1.11.0-openjdk-amd64
export JAVA8_HOME=/usr/lib/jvm/java-1.8.0-openjdk-amd64{noformat}
