[~aweisberg] I've done some work on this already in CASSANDRA-14443. The branch
I have there refactors how tests are selected and fixes both upgrade tests and
resource intensive tests. I've still got some minor fixes to make and it
probably needs a rebase, but it's probably a better starting point. Would
probably make sense to get it merged first. I can spend some time working on it
in the next week if you're interested.
