Description: With CASSANDRA-10508 we removed the hard coded SSL protocols
and in favor of the jvm default values in th 3.x branch. When reading through
that jira it looks like it was never considered to do the same change in the
3.0 branch but the reasoning for the change seams just as valid for 3.0. And
the issue with CASSANDRA-14842 when upgrading 3.0.x->4.0 would not have
