I have two patches up for

I have removed the incompatible bundled DistributedReadPathWriteTests tests,
but of the remaining one is flakey on 3.0. I will investigate why, in case it
is framework related.
These patches include a backport of CASSANDRA-14815 (SEP shutdown) and
CASSANDRA-14821 (the dtests themselves). We will want to incorporate all of
[~jolynch]'s great work on CASSANDRA-14922 as well, once it's completed (so
I've only ensured we are leaking threads similarly to pre-14922 on trunk).
