Pull request to iterate over the current SEPWorkers, and find any Runnable's
that are currently running in it that implement a new DebuggableTask interface.
Those Runnables can now expose the start time and a debug string. The NTR and
ReadStage localRunnable already have start time in nanos so this is just
exposing information already there without adding overhead to read/write path.
