That's correct. Are you reading the instructions in
https://svn.apache.org/repos/asf/cassandra/site/README ?
This patch is intended only to be applied to SVN and to one branch. It still on
the website is relevant for the code docs for 3.11 and 4.0 hence those fix
versions. Sorry about the confusion that may have created.
