We need a new build of the driver for 
https://datastax-oss.atlassian.net/browse/PYTHON-1158 and also need at least 
3.19 for https://datastax-oss.atlassian.net/browse/PYTHON-1118 or the virtual 
table stuff wont work even with new builds.
