Hint data is not as important as regular data. At the same time, if you have 
detected disk failure while reading hints, commit log, data, or anything else, 
arguably you should still trigger disk failure policy, since if hints and other 
files reside on the same disk (which is usually the case), data will be 
affected by the failing disk at some point, too.
