Given that adding those options gets me past the particular exception (but is 
not an good solution in the long term), I suspect that this bug as originally 
written really is only windows, and the exception encountered in the first 
comment indicates that the windows startup does not add the above vm options. 
I'm going to file a separate issue for further contemplation of the merits of 
these options.
