More work on the 3.11 is required. A number of unit tests need
DatabaseDescriptor initialised so that {{FBUtilities.getLocalAddress()}}
doesn't fallback to calling {{InetAddress.getLocalHost()}}
Trunk is fine because the host+port addition (CASSANDRA-7544) basically cleaned
up this testing issue.
