Created CASSANDRA-15861 for "TestRepair.test_dead_sync_initiator" failure.
TL;DR: entire-sstable-streaming requires immutable on-disk files but STATS
metadata can be mutated causing file size recorded in streaming component
manifest to be different from actual transferred file.
