The original problem was that the node2 restart could happen before the 
original NEW_NODE had been sent, so upon node2 becoming UP again it would get 
that NEW_NODE on top. Waiting to restart once all notifications have gone 
through fixes the issue.

No CI runs as it would be an overkill. It failed and now passes locally: 
repro'ed against 3.0, 3.11 and 4.0.
