Fixing the test to check for the new log messages only in 4.0+ was simple
enough. I've also taken the opportunity to add back
{{test_resumable_bootstrap}}, which was apparently agreed upon
[here|https://issues.apache.org/jira/browse/CASSANDRA-15667?focusedCommentId=17079380&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17079380]
and just missed.
