I've noticed an issue when the client starts protocol negotiation with an
unsupported version. For example at some point in the future we might have a
newer, v6-enabled driver trying to negotiate with a now legacy Cassandra 4.0.0.
This causes {{Frame.Decoder}} to throw a {{ProtocolException}} while decoding
the first OPTIONS frame. The exception bubbles up the "initial" pipeline to
reach {{PreV5Handlers.ExceptionHandler}}, which returns an error response:

But looking at {{PipelineConfigurator.configureInitialPipeline}}, the next
outbound handler is {{Frame.Encoder}}. It processes frames, not messages.
{{PreV5Handlers.ExceptionHandler}} needs to wrap the response. I'm not sure
which protocol version to use, but if I'm reading things correctly I think
trunk uses {{ProtocolVersion.CURRENT}} in this situation:

With this change the negotiation works as expected.
