Test and Documentation Plan:
The patch needs Windows environment with JDK8/JDK11 for review.
There is no windows CI environments at the moment.
Status: Patch Available (was: Open)

Patch to read corresponding jvm-*.options based on java version.
Also removed Sigar lib since it does not work for JDK11 and the recent JDK8.
