I think there is a bug in 3.11.8, if you disable the Native port its not
possible to enable it (without restarting Cassandra).

I think this was introduced with CASSANDRA-15967. In
{{CassandraDaemon.stopNativeTransport()}} {{nativeTransportService}} is set to
{{null}} and when {{CassandraDaemon.startNativeTransport()}} is called the
exception is thrown. By adding a call to
{{CassandraDaemon.initializeNativeTransport()}} before calling
{{CassandraDaemon.startNativeTransport()}} works but I'm not sure what the
intention here is.
