This is an umbrella ticket to group tasks to improve the status quo of token
ring management.
The plan is to refactor and enhance the current ring management sub-module to
ultimately support advanced ring membership operations such as reliable
concurrent ring membership changes and dynamic virtual nodes.
A Cassandra Enhancement Proposal (CEP) will be submitted to the community with
a detailed proposal of the tickets contained in this epic.
