Currently it’s only possible to move tokens on nodes with single tokens, but
the protocol introduced on CASSANDRA-16139 makes this a possibility on nodes
with multiple tokens.
This may be useful to perform ring rebalancing operations. A pseudo-code for
the move token operation is available

This ticket is to enable this functionality to users via ringtool
(CASSANDRA-16140).
