I like the idea of time boxing 4.0.1 with the goal of reducing the scope of 
4.0.0 and giving people a place to put changes that aren't ready for, or 
shouldn't hold up GA, but are close to done. I do think we should block GA on 
additional adversarial / fuzz / etc testing but I don't think there is much 
work left to block on in this ticket, specifically. Harry running regularly 
seems like a good "done" condition 4.0.0. Other projects we've discussed would 
be too large to reasonably expect the community to wait for 4.0.0 – but I hope 
we commit to them afterwards in some ongoing fashion.
