Seems we don't rethrow OOM errors in [truncation verb
handler|https://github.com/apache/cassandra/blob/609876275738589fdfb9a3e20cb2f594aa404037/src/java/org/apache/cassandra/db/TruncateVerbHandler.java#L44]
We also send both success and failure messages if the failure reason is not an
FSError
