Test and Documentation Plan:
in "test_hintedhandoff_metrics" we start up two nodes, then kill one before
inserting new data in the first node, so that we trigger node1 to start hints
handoff. which prompts the metrics class to be initialized and relevant mbeans
to be created.
then we use jmx client to query the metrics and assert if the values are
populated as expected.
