I meant this ticket to be adding the doc for Windows users how to run Cassandra
on Windows after we removed all the scripts.
So in that sense, this is a dupe for CASSANDRA-15887.
And in my opinion, it is mandatory for 4.0 to add how to run on windows using
WSL2/Docker, which is CASSANDRA-15887.
