[~e.dimitrova] I did some initial investigation to narrow the problem down, but
I got sidetracked with some QA work on k8s and couldn't come up with a patch
for this yet. But I just started looking into it again.
So, I just rebased with latest trunk and I can still reproduce it locally. I
think it just doesn't fail more often on CI because the test has a @flaky
annotation, so it gives another chance for the test to pass.
The behavior I'm seeing is that one of the nodes keeps waiting for a message
that never arrives and it will simply sit idle for as long as I let it (I think
in CI it times out and reruns).
