Given that 3.0 and 3.11 don't support python 3, I don't think it makes sense to
backport:

* https://github.com/apache/cassandra/blob/cassandra-3.11/bin/cqlsh.py#L52
I think it's best to only land it on the 4.x series, as that's when `cqlsh`
finally got python 3 support... but if you disagree let me know.
